Advertisement and Invitation for Bids

The City of Burnet/Hill Country Children’s Advocacy Center will receive bids Attn: Kelly Dix, City Secretary for Construction of Hill Country Children’s Advocacy Center until 2:00PM on April 20, 2023 at 1001 Buchanan Drive, Ste. 4, Burnet, Texas 78611. The bids will be publicly opened and read aloud at 2:30PM on April 20, 2023 at City of Burnet Council Chambers at 2402 S. Water Street (Hwy 281, Burnet Municipal Airport) Burnet, TX. An optional Pre-Bid meeting will be held at Hill Country Children’s Advocacy Center at 11:00AM on March 22, 2023 at 1001 N. Hill St., Burnet, Texas 78611.

Bids are invited for several items and quantities of work as follows:

New 10,000 sq. ft. two-story office building for the Hill Country Child Advocacy Center to include new offices, observation rooms, and meetings areas to help with investigations of crimes against children.

Bid/Contract Documents, including Drawings and Technical Specifications, are on file at the office of the Architect, Goodwin-Lasiter-Strong, at 1609 S. Chestnut, Ste. 202 Lufkin, Texas 75901.

 

All Bidders shall be pre-qualified with the Architect.

Pre-Approved General Contractors, please email Cristyna Cruz at ccruz@glstexas. com or Aubri Cotton at acotton@glstexas.com to receive the instruction on how to download plans and specs, notifications of intent to bid must be received in order to gain access.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Burnet may be submitted in lieu of the Bid Bond.

The project to be constructed will be financed with assistance from the Texas Department of Housing and Community Affairs (TDHCA) under the U.S. Department of Housing and Urban Development Community Development Block Grant CARES Act (CDBG-CV) program project number 70800001002 and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for all contracts and subcontracts.

 

The City of Burnet/Hill Country Children’s Advocacy Center reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by City of Burnet/Hill Country Children’s Advocacy Center for a period not to exceed forty-five (45) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
