A. Purpose

The City of Burnet (“City”, “Authority”), owner of the Burnet Municipal Airport (“Airport” or “BMQ”) is seeking proposals from qualified parties (“Responders”. “Respondents”) to offer full Fixed Base Operator (FBO) services at the Burnet Municipal Airport. The City is seeking a Fixed Based Operator to lease Airport-owned facilities and assume operations and provision of these services as provided by the City. Therefore, it is the intent of this RFP to solicit proposals and subsequently establish a lease and operating agreement through competitive negotiation with a Fixed Based Operator to establish, finance, and offer these, as well as other commercial aeronautical services to the public.

Respondents are encouraged to propose any combination of services they believe to be beneficial to both parties.

What is the City’s long-term plan for the airport?

The City is in the process of updating the Airport Layout Plan (ALP), which will help define and guide future development at the airport. The City has recently acquired approximately 88 acres on the west side of the airport for future growth and protection of the airport. Additionally, the City is currently in the process of designing a 12,000 square foot box hangar, which is intended to increase jet fuel sales. The City anticipates jet traffic to continue to grow and will be evaluating building additional hangars to meet current and future demands. While jet traffic is anticipated to continue to increase, it is also important to keep the airport general aviation friendly and balance the needs of both jet and small general aviation users.

How does the City view and anticipate the partnership working with the successful bidder for fbo management?

This is not the appropriate setting to respond to such an open-ended question. However, it should be noted the City has allowed through the fence agreements for several properties in the past and would entertain additional agreements.

What is the City willing to commit to allowing the successful bidder to be competitive and successful in their primary and secondary operations at the fbo?

We are not sure as to the specific question you are asking. Having said that it is the city’s desire that the selected proposer be successful and competitive.

How will the City help the successful bidder grow the airport volumes?

The City looks forward to working with the next FBO to determine the best way to grow the airport for the benefit of both parties.

Will the City allow the successful bidder to negotiate annual fuel contracts?

This will ultimately depend on the final arrangement agreed upon by the City and the FBO.

What will the City provide to allow for commercial development of the airport?

The City currently offers the opportunity for interested parties to enter into long-term ground leases at the airport. The City is always open to alternative methods of maximizing the development and viability of the airport.

Will the City commit to allowing the successful bidder to purchase adjoining land for expansion and secondary operations?

How and what will the City provide for routine and anticipated maintenance and upgrades to the airport runway and systems, grounds, and structures?

While the city fully intends to continue to grow and maintain the airport, ultimately the availability of state and federal funding will greatly determine future projects.

Question: We read the RFP to mean that the successful respondent will not have rights to sell aviation fuels (JetA and 100LL)? We understand the RFP is basically for management services of the FBO and the city will be responsible for all expense associated with fuels and entitled to all revenue from fuel sales. Please confirm this is correct?

City’s Response: The City’s current arrangement with the existing FBO has been for the City to purchase the fuel (including all related costs) and the FBO to provide fueling services for a set annual fee. While this arrangement has worked very well financially for the City, the City is open to listening to alternative proposals that could be mutually beneficial for both parties.

Question: Assuming our reading is correct, would the City consider a proposal that included fuel sales? In this scenario, the respondent / FBO would be responsible for the cost of fuel and entitled to revenue therefrom, perhaps subject to a flowage fee to the city?

City’s Response: The City is interested in reviewing any proposal that might be advantageous to both parties moving forward.

If the City would entertain the FBO fuel sales scenario, would the City want/entertain the FBO to purchase the existing equipment from the City?

The fuel farm would not be available for purchase. The fuel trucks are currently leased from AvFuel. Any transfer of the lease would be subject to the terms and conditions of the current lease and the approval of AvFuel.
